This will require personnelmanagement to keep up with demand, let it must become a modern management mode,which will also for university management to qualitative leap. In staffing of teachers isimportant part of the overall chemical composition, the staff will have directinterference factors of teachers, new and reduce job changes. Now the rules areconstantly expanding the number of employees, work division, Department, and otheraspects of the management and greatly increase, will bring a lot of difficulties to thework. In view of this, in-depth study of the personnel management and to improve itslevel, to improve the efficiency of the school management ability and work is of greatsignificance.Based on the study of domestic and foreign personnel management system,according to the practical project, this paper in-depth study to Tianjin Radio andtelevision university management system, proposed the solution. This topic in thetechnical route through the comparison and research into consideration, adopts.NETtechnology and SQL of the2005current mainstream database access technology, at thesame time, according to the specific situation of the Tianjin Open University and takinginto account the system economy and practicality and applicability, chose the B/S modein the system development pattern.This paper first describes the subject source, background, and personnelmanagement system in the domestic and foreign development present situation, carrieson the demand analysis to the system, established the system function model. System isdivided into login management, teachers basic information management, teacher information management, payroll management, teacher’s evaluation of professional titlereward and punishment information management, recruitment and training managementinformation management function, realize the main business in personnel management,recruitment management as the core, in addition to some relevant auxiliary managementfunction. This subject adopts.NET technology and SQL of the2005current mainstreamdatabase access technology, at the same time, according to the specific situation of theTianjin Open University and taking into account the system economy and practicabilityand applicability. The system combined with object-oriented program design methodand MVC development model describes the system design process.
