With the development of computer technology, network technology and IT, network Office Automation System already becomes the resolving scheme of official business application which is developed promptly at present. Its major objective is to realize information exchange and information share , provide the associate means , improve the efficiency of handling official business, permit people to extricate themselves from having miscellaneous and trivial official business with paper. Duties of personnel administration branch in colleges and universities include personnel's mixing, checks on work attendance, training, personal file, the administration and constitution about the standard of labor capital, whose efficiency will affect the development of a college or university. However, nowadays in the western region of China personnel management of many colleges and universities still relies on tradition paper medium or single computer, which have caused human resources unreasonable, the personal file management chaos , the check on work attendance formal , labor capital calculation inefficient and unapparent, and the entire personnel management inefficiency. In the information era, this traditional management office will be replaced by information administration based on the computer network.Kangding Nationalities Teachers College is located in Gan Zi Tibetan Nationality Autonomous County of Sichuan Province, which is full time and a regular institution of higher learning. With the continuous reforms of personnel management in colleges and universities, concerning the popularization of computers and network, and necessity of improving the efficiency of Personnel management, it is imperative that making use of computer come to realize Personnel management in higher institutions. According to the present situation and trend of Personnel management in Kangding Nationalities Teachers College, this article introduces realization methods of Personnel management and key technology. On the basis of analyzing the implementation process of Personnel management in this college, it not only starts with the needs of system, but also carries through a general and detailed design. On top of that, it also talks about the BS model that is base on Web technology and regarded as the structure of system. Microsoft Visual Studio.Net is used as the tool of exploitation and SQL Server 2005 is used as a database. It has developed a practical system of Personnel management that is adaptable for Kangding Nationalities Teachers College. Testing result indicates this system can meet the needs of science and high efficiency in terms of Personnel management.
