With the continuous development of society, social demands for talent continues to improve, and the competition between talents constantly enhanced. The school is a platform for nurturing talent, the value of talent is better to reflect the competitiveness of the academy. It is an effective way to reflect the school advanced nature and improve the competitiveness of the school by the evaluation and reflection of Fair, objective, accurate, fast, and efficient principal talent value, and the school's principal talent value relates to work performance of the staff, so it is particularly important to evaluate the staff work performance fair and efficient. With the popularization of the network, many schools have set up network which only can be used in school, so the personnel assessment management tends to continue networking and remoting, therefore, it has far-reaching practical significance to analyze and research a proper personnel evaluation management system. This paper is organized as follows:Firstly, it does research from the existing research situation and points to be improved of domestic and international, outlines the importance and practical significance, and proposes the core is to design a suitable personnel appraisal system of Zhejiang University of technology; Secondly, it does business analysis by means of UML activity diagram, including the original under line processes and optimization processes of computer participation of personnel evaluation; Then, it does functional analysis by means of UML use case diagrams, mainly on clearing flow sequence relations among the various actors and information between the entities, so that lays data analysis foundation; Then, it does data analysis by means of UML class diagrams and entities thumbnail, mainly to clear relationship between use cases, build the database tables and databases; Finally, all kinds of work described above are summarized, and gives the system looking to be further, to subsequent improve and develop personnel assessment management system of Zhejiang University of technology. The system design provides six functions:basic data management, assessment index management, performance management, appraisal process management, statistical analysis and management and system administration.
