With the rapid development of the private universities, and the surge in the number of the teaching staff, the complexities of the personnel management of the private universities have been doubled, and at the same time, the traditional manual manipulation of it cannot meet the need of the ordinary work. As the technology of the computer and the internet has been dramatically developed, the private universities gradually have access to the digital management systems, so does its personnel management. Therefore, the personnel management system which is more suitable to the private universities emerges.This thesis focuses on the requirement analysis, the development and the implementation of the personnel management system of the private universities. Taking that of the Hunan international Economics University as an example, the thesis designs the new system according to its management model and requirement operation, making it realize the functions of personnel management, statistics inquiry, text information process, incentive management, salary management, and personnel transfer. With the new system, the intelligent management can be achieved, management efficiency and operation accuracy will be raised. Therefore, it can offer more accurate, complete data and proper analysis so as to improve the validity, reliability and sharing of the school’s management decision and serves better for school’s rapid development.The new system adopts Java and SQLServer2008which is suitable to that of the personnel management of Hunan International Economics University. It is based on B/S model and guided by hierarchical thinking. The new system sets up UML model with RationalRose. From the very beginning of the thesis, the author gives a detailed analysis of the personnel management, which sets a good stage for the development of the whole system. Finally, through the research of the personnel management system of the Hunan International Economics University, the author forms a full set of the analysis and the model for the personnel management which is suitable to the information construction of the same domestic school.
