With the development of information technology and network era, the managementof human resources in the organs, enterprises and institutions is facing unprecedentedchallenges. In the information age, the survival and development of a unit ororganization relies on more than financial capital or material resources, but humanresources, information and knowledge. As a result, the personnel management systemgradually becomes an integral part for policy makers and managers, and to thegovernment affairs department it is even more important. The enterprise can make fulluse of existing resources, with the integration of the scientific personnel and humanresources management which can achieve optimal configuration, not only to improvethe working efficiency, but also effectively promote sustainable and stable developmentof the organizational and personnel work.With the deepening of the national yellow-blue strategy, Dongying Economic andTechnology Development Zone, has ushered in new opportunities for development, newrequirements and challenges to the management of human resources for. Combined withthe status of information technology, this paper firstly describes the significance of thepersonnel management system for the development zone. Then, paper makes a briefanalysis of the needs of the system and the subsystem with UML modeling. Based onthe requirements analysis and J2EE, paper designs the system with the layeredarchitecture and the sub-module of personnel management, training management,holiday management. At the same time, with the analysis of the data requirements,paper designs a database ER model and logical data model. Combined with the relatedapplications, paper analyzes the adoption of the framework. Subsequently, the paper hasa real-time test with the system, and the result shows that the system is running wellwhich meets the organizational and personnel needs of the development zone. Finally,with the developing experience and functional effects of the system, this paper makes areasonable outlook of the improvement for the system.
