According to the actual needs of the Rizhao Bureau of Land Resources human resource management, to improve the work efficiency of personnel management, for the purpose of the information of the Rizhao Bureau of Land Resources human resource management into the main content, on the software engineering theory as the instruction, elaborated a using SSH(Struts + Spring + Hibernate) building personnel management information system. This thesis mainly introduced the system related technology, requirement analysis, system design and implementation of system and the system test. Firstly according to the specific situation of of the Rizhao Bureau of Land Resources human resource management has carried on the demand analysis, then the demand for the design of the system, and the main design and development the user roles and permissions management module, personnel file management module, payroll management module, query module and system maintenance module, a total of five modules, the last of the five modules running effect were tested, the test results show that the system can well meet the requirements of of the Rizhao Bureau of Land Resources human resource management.From the test results, system friendly interface, convenient operation, and layout is clear; system operation on a human scale, functions more perfect; this system can improve the efficiency of the personnel manager’s job, meets the need of the personnel management work. The advantages of system is that this system design is the application object of our city land system in metro and governs the five regions of the two counties of the personnel management, take the way of an input system construction, can be benefit for a long time. This kind of system design mode to avoid the repeated purchase software and hardware and network equipment, greatly reduce the capital, later period maintenance upgrade system for system maintenance you just need to be maintained by city bureau of personnel, reduce the substation maintenance personnel.
