With the development of times,new technologies in each industry upgradecontinuously.Currently,the level of human resource management in many enterprises andpublic institutions of China is still based on paper medium,and such mechanism is unable toadapt to the development of modern personnel management,because it seriously wastes laborforce and materials.In the rapidly developing times of computer technology,such kind oftraditional management method will be inevitably replaced by information management basedon computer application.For most enterprises and public institutions,using computertechnology to support enterprises to rapidly finish the daily affairs in personnel managementis the necessary condition for adapting to the requirement of modern enterprise system,andpromoting the personnel management in enterprises to realize scientificalness andstandardization.As a management information system(MIS)a form of human resourcesmanagement,corporate personnel management system is an important link and also thescientific enterprise management,an important condition for the regularization.PersonnelManagement System is an indispensable part of business.Its contents are essential to businessdecision-makers and managers,so the personnel management system should be able toprovide users with adequate information and efficient means.Personnel Management System’smain task is to use a computer save personnel files of all members in company.find,classify,statistics or increase,modify and delete when necessary,and query.The variousarchives for different purposes.From the simple,user-friendly,flexible,practical and security ofthe request,the whole system complete the entire process of personnel management,includingnew staff joined the personnel file at the establishment,the old staff out of jobs arising fromtrade unionsand other changes in information Changes,staff information,statistics and otherpersonnel management,as well as new Members of the new and old employees revisionsmanagement.In each enterprise, there are much time-limited human affairs information work to do. Inthe past, the enterprise used to manage with the report form. In this way, the developmen ofthe efficiency and the transparency is bad. And it is also easy to make a mistake. With data base technology and enterprise informationized.It’s a big tide that people use the computer tomanage the enterprise human information. It saved the massive manpower and the physicalresource for enterprise’s human affairs information work and also reduced the humanresources personnel’s work better.The system uses Delphi7.0as the application procedure development tool, and uses thePascal language as the programming language, and constructs the storehouse with SQL theSERVER2000, the T-SQL language as the algorithm the compilation language is connectedwith the database with ADO. It explains the whole process to design and develop themanagement system, including the system overall design, the logical framework and the dataflow, each divide of functional module, the system function of module’s designs andrealizations.
