At present, building energy consumption accounts for about27.5%of thenational energy consumption in our country. With the continuous development ofurbanization,the construction will also continue to impose. Building energyconservation is an important link of achieving energy conservation and emissionreduction. Building energy efficiency work depends on the improvement ofmanagement level,and building energy consumption monitoring system can providemore efficient management for energy management tools. Based on the backgroundof colleges and universities building water and electricity environment, this thesisdiscusses the way of designing water and electricity monitoring system. Campusbuilding water and electricity consumption has a lot of characteristics, such as, bigassortment, big amount, large saving consumption space. To build aconservation-minded campus is not only beneficial to the sustainable development ofuniversity itself, but also provides a model for building a resource-conservingsociety and promotion of exemplary role. Therefore, the establishment of the campusmonitoring system of hydropower to enhance the level of energy management andenergy saving evaluation work is of great significance.This thesis analyzing the regulatory through applying the characteristics andadvantages of wireless sensor network, using Zigbee wireless transmissiontechnology, collecting at the bottom of the terminal, using the wireless transmissionZigbee network transmission, transmitting data to the data center by the serial portserver, and obtaining data form the data center. The database management system ofthis thesis is Microsoft SQL SERVER2008R2, which is a product of the Microsoftcorp. This thesis makes the database management system becoming an integrated,independent, and normative database system through carrying on the detailed designof the design of the database table, decoupling and dividing the business logic andthe relationship between the corresponding data partition. The user can refer to thecampus electricity consumption information on different networked computer through the B/S Structure,which is the computer network structure of this thesis.The development methods of the structure are adopted widely used structuredsoftware development method. In the way of Windows7operating system, it realizesthe campus hydropower management system based on Internet through using Net asthe development platform, JSP scripting tools, APS development architecture, andC#language.The development and implementation of the system provided basis fordecision-making of energy-using units ascertaining the all kinds of buildings,regularity of all types of building equipment, regulating equipments’ energy-usingbehavior, optimizing internal cost accounting, enhancing energy-saving managementtools of the high-energy buildings and equipment. It is laid a solid foundation inorder to improve the management level efficient energy use. The current countriesvigorously promote energy saving, environmental emissions. With the background,the development and implementation of system has high availability and applicationvalue.
