With the development of computer and network technology in the information age, electronic commerce has progressed unprecedently, as well, the competition between enterprises has gradually transferred from tangible market to network. So business management is information and human resource management system thus occurs. Human resource management system is an important portion of enterprise management platform, aimed at promoting the standard of human resource management of the enterprise. The goal of system design is to realize the unified management of human resource information of the enterprise, providing human resource information to support decision-making and satisfy the communication needs of the users, thus coordinating with other systems. Human resource management system is very important in the management system of the enterprise, or in other words, the crucial role. It decides the import and management of human resource of the enterprise, because it’s specially for managing the talents. Through human resource management system, administrator can comprehend the human resource information of the enterprise which is good for the management of human resource and the scientific decisions of the enterprise thus coordinating with the whole development of the enterprise.In the progress of analyzing the system requirements, we will acquire the needs of users by meeting discussion and then design case diagrams. We communicate with the users through the case driven models and then determine the function modules of the system. According to the case diagram, we will design the system diagram and confirm the connections between the diagrams, making a detailed analysis of the system. In the implementation process of the system, structure B/S will be used, using J2EE to develop the frame. A certain model language would be used to analyze the system and database is MySQL.By using modern human resource management theory, considering the specific circumstances of the enterprise and analyzing the current situation of human resource management both home and abroad, this article puts forward a structure of human resource management system based in Web. The main contents include:organization structure management, personnel management, recruitment management, performance management, salary management, training management, rule and regulation management and system management. The establishment of the system is to unify the data relating to human resource management, thus forming a unified data source, helping the human resource management crew of the enterprise with their management and plan.
