Performance inspection of government is an important and realistic problem. It has positive functions in appreciating the government's ability, improving government's performance, supervising government's behavior, improving relation of government and society public etc. Along with the continuous administration reformation of our country, the government performance obtained values in theorists and in all levels of governments. Some local governments already started with the trial of the government performance inspection. It had obtained the certain results, and made some positive effects. But how to carry out the fruitful inspection still has many problems.The thesis focused on improving the performance appraisal system of functional departments of government. Meanwhile, according to relevant theories of performance management, the thesis analyzed the problems and the causes of problems existed in original performance appraisal system of functional departments of government. Then, we redesigned a new performance appraisal system for functional departments in line with the present developing stage from the perspective of key performance indicators system. The indicators of new evaluation system are more objective and easy to be operated, but also more readily accepted by employees, so that employees can be seen from the overall interests of the department. They can complete their own personal jobs and achieve organizational goals at the same time. Then, the department can achieve the ultimate goal of strategic goals. Redesign the performance appraisal system of functional departments will make the level of original one rose to a higher level of performance management, so that the whole can improve performance, increase staff loyalty, and get effective protection for achieving strategic goals of government.Through the performance appraisal system redesigned, the thesis tried to offer some methods for solving the problems existed in performance appraisal. And hope to be helpful for government department.
