In this paper, With the demand of constructing service-oriented government and the development of the electronic government, the information technology of the civil servants'performance management has been concerned about by the government. The Information systems can greatly reduce the people's work in the civil servants'performance emulating and can also promote the construction of the mechanism of usual emulation. The information system can be convenient to emulate from different angles and levels and it can be convenient to share the information by the web.This paper described the background of the information technology, the important significance in the civil-servants'performance emulating and the common methods of the performance emulating. Then we analyzed the experience and inspiration of the developed countries, researched the differences between the C/S and B/S mode and introduced the traditional two-level architecture and the three-level architecture also with the three-level architecture of.NET. This paper designed the network architecture, the function structure, page-dealing process and the secure mechanism. etc. then we developed the system on the. NET platform with the mode B/S. and we completed the function of the maintaining of people's basic information, the emulating of performance, the usual documentary,the computing of the performance emulating scores. The system owns the features of easily-maintaining and easily-extending. It can save the time and the working of person also with the material. And the system can promote the performance management of the government gereatly.
