Open Access policy associated with the development of the open access movement came into being, and to develop effective policy to guide the sustainable development of the movement, and policies of different levels are conducive to take the wide dissemination of research results. Open access policies established at the national level of the developed countries in Europe and America by way of legislation or issued a joint statement, as well as to promote further the establishment and implementation of the open access policy in developing countries, national level policy to promote the development of the OA movement. Institutional policies include research funding agencies, and institutions of higher education to develop policies designed to promote broad access and dissemination of research results. Library community as an advocate and supporter of the OA movement, the international library organizations and library associations to develop relevant policies to raise the industry’s awareness of OA to guide the member institutions to take measures to widespread implementation of OA policies, institutions of higher education libraries by college OA policy implementation, to speed up access of academic research. Publishers involved in OA process, the traditional commercial publishers by changing the original publishing model create OA journals, support the authors to retain some copyright in the shortest possible time to access research, open access publishing through the open publishing model, to establish a research benchmark for open access in the short period of time, to change the traditional mode, to speed up access efficiency research in the beginning of creation.
