| The root cause makes Open Access develop is the urgent desire people want to share information resource;the direct cause makes Open Access develop is "Serials crisis",which bring a lot of troubles on fund of libraries and academic institutions;the necessary condition makes Open Access develop is the development of computer technology, network technology and database technology.All these causes make Open Access grow day by day.When Open Access appears,it cause a great response.Because it plays a significant role on improve the level of scientific research and academic influence of academics and research institutions. Open Access helps the scientific research to develop, mainly in the following areas:First is to reduce the threshold for scientific literature,makes the public understanding of science is more convenient,makes scientific research to the general public, conducives to the promotion of scientific research; Second, it makes academic research become more just and more open, effectively curb corruption in the academic;Third,it brings the benefit of all regions and all areas of information in balance,Open Access breaks the information barriers among all regions and all areas,makes all the people have equal rights and opportunities of access to information.Face to so many advantages of Open Access,if it is respect that people needn't use library from now on?The development of Open Access,must bring a certain bound on the library's information services and traditional business,then libraries how ot respond this bound?Of course,except the bound which brang by Open Access,it still will make library develop if library can use it in the right way.Then library how to use Open Access in a right way? This is the purpose of this paper.The article mainly concluds the theoretical and practical for the domestic and international Open Access. It provides reference and a basis for the development of domestic Open Access.Also the article through the investigation and analysis about some universities in Anhui Province.Then propose the questions about the domestic Open Access,and address these issues,advances corresponding strategies,especially library in this environment should how responses the opportunities and challenges, improves the service, provides the valuable and the efficiency information resource service for the users,all these are detailed elaboration.The paper research content mainly includes the following four parts:The fisrt part separately carries on to the domestic and foreign OA's fundamental research and the practice research's development present situation and the tendency combs and summarizes.The key elaboration in the article is the definition, realizes the pattern as well as the influence of OA.Then it introduces and comments some famous already to the public opening free resources.The second part is a questionnaire of Open Access. Face to the Anhui Province partial universities and scientific research institution's scientific researchers, the teachers, the Ph D. students, the graduate students,we carries on regarding the OA cognition and the demand questionnaire survey, obtains the first material,and analysis survey result.From the questionnaire,we can understand the opinions of users about OA and the situation libraries afford Open Access resources.The third part is according to the survey result analysis,the article points out how the library under the OA environment to respond the opportunity and challenge,conformity its resources,how plays its role fully,then meets the information users' needs.This paper elaborate the tactics libraries respond Open Access from the follows aspects, propaganda, participate, conformity its resources, document acquisition, training, theoretical analysis and so on.The last part summarizes the whole research work about the subject of this paper.And points out the problems still exist in this paper,as well as futher research work. |
