Study Of Academic Open Access Policy

Smoothly carrying out of Open Access to academic information needs policies to standardize and guide ,so it can develop healthily and stably.Although the research to Open Access in China has been a long time, but there is not any academic information Open Access policy introduced yet.In this paper , the author analysis the theoretical basis of open access to acdemic information and its policy, based on the practice of open access.And in view of China's national conditions, the author proposed a number of suggestions for China's development of academic information Open Access policies based on the research and analysis of Open Access policies of the United Kingdom, the United States, India, Ukraine and some international organizations, including formulating open access policies of national and institutional levels, encouraging open access publication of scholarly information, resolving the copyright plight of open access, and so on.
