Research On Open Access Policy System

Studying on the system of open access policy is an important part of research work in open access and has theoretical value and practical significance in researching on open access. In the paper, on the basis of deeply meaning of open access, the policy of open access is being analyzed. It is described from three aspects which are the necessity and feasibility of open access policy, the international open access policy system and domestic system of open access policy. We are proposing the object and principle of open access policy on building internal system of open access policies. On the basis of analysis of open access policies carefully which are about the formulations and the implementation of the open access policies on the developed countries. We analyze the status of China’s open access policy and the problems encountered during structuring and put on the system of open access policy by using comparative analysis. In the paper, the model of open access policy system is constructed and the general idea of open access policy system is further proposed. Finally, the article describes the further development of our system of open access policy recommendations and outlook.
