With the development of equipment, technology, management idea and method of the army and communication station, many limitations of rules executed currently are exposed, such as the scarcity of personal management index and quantification standard, the scarcity of process supervision, the scarcity of appraisal method, and the scarcity of information platform, etc. Therefore, it is very necessary to establish an integrated management system which is strutted by information network for achieving centralized management to stations, networks, equipments and staffs. This paper is intended to propose a quantified appraisal management system in the basic level army based on B/S construct by analyzing the management problems and derived actual demands which the stations are confronted with currently. This system is in accordance with existing rules, bases on position standard, is supplied with modern management concept, specifies and quantifies the content of rules, constructs unified quality control system, achieves dynamic analysis, tendency forecast and layering management. The specific studies are as follows:Firstly, according to the existing position standard and rewards and punishments measures in army and communication station, referring to the management methods, the360degree appraisal index system conforming to the routine work of communication station is built. As a kind of human resource management appraisal method,360degree appraisal index system guarantees the comprehensiveness, the accuracy and the fairness of appraisal data. In this system, appraisal data come from not only the records of duty, training and examination, but also the multilayer public appraisal records. Secondly, on the base of360degree appraisal index system, integrating the appraisal factors from different units, networks, positions and criteria, the appraisal model is established, which takes the performance appraisal as the principal thing and capability appraisal and attitude appraisal as supplement, and furthermore, all sorts of specific appraisal algorithms are designed according to positions and jobs.After that, the Web RIA-oriented quantified appraisal management system in basic level station using Flex and Java technology is proposed. This system uses all kinds of visualization techniques supported by Flex to build the user interface and displays the appraisal result with table and chart, uses Java technology to handle the business logic and data on server side, uses LCDS data-service to connect the Flex program running on the front side with the Java program on server side, and uses the Hibernate technology to handle object-relation mapping.Finally, this paper introduces some important modules of the system and shows the actual running effect.
