With the rapid development of information technology,more and more technicalworkers release from the heavy work of data collection. Over several years,informationization construction has been gradually applied in our military, informationtechnology to the management of equipment, materiel asserts and personnel informationhas been put on the schedule gradually. The title appraisal serves as the main contents ofmilitary personnel affairs, IT application is not in step with physical demand, throughthe analysis of existing technology and research results, developing a managementsystem of military title appraisal can largely raise this backwardness, simultaneously,improve work efficiency and informationization degree of title appraisal greatly.The task based on military title appraises, analysised domestic and foreign presentsituations and the drawbacks of traditional title appraise, described the related theoriesand technologies of Military Title Appraisal Management System. After Fullyunderstand the system requirements, we implement system development program: usingthe C/S software architecture system in Windows XP/Windows Server2003operatingsystem Based on ADO for database access technology, SQL Server2000as the databaseand the humanity reporting software based on COM, system using Visual C++6.0, basedon the framework of MFC.The system uses a structured analysis, carried out the military title appraisalquantified evaluation system needs analysis report, a clear system of user needs andfunctional requirements, mapping the business process diagrams and data flow diagram;combined with the requirements analysis, totally designed a title appraisal quantifiedevaluation management system, a clear system modules, including appraisal element,and system management. The function of appraisal element include candidateinformation entry and expert review, and that of system management include resultquery, examination settings, user management, candidate management, agentregistration, user management, permission settings and environment settings. In theproject, we designed data storage, established the necessary database system; anddesigned the two main function modules of appraisal element and system management, gived its IPO chart and interface design, finided the detailed design and coding, givedprogram flow chart, code, operation interface of the main interface and key page andfinished the final test of the system.The successfully development of this system, not only can judges realize Objective,fair and comprehensive measure of leading cadres, decrease external disturbance, butalso the cadres can master standard conditions and a clear direction, create a faborableacademic atmosphere, devote themselves to the study of science and try hard withoutstopping.
