As the development of China’s low-altitude airspace management reform deepening, general aviation will develop rapidly. In the premise of ensuring flight safety, if the existingland-based navigation devices to take advantage of general aviation navigation, we can reduceunnecessary expenses. Therefore, it is very important to in-depth study the radiationcharacteristics of land-based navigation system especially low altitude. The results couldprovide the necessary theoretical basis for establish the general aviation air traffic controlsystem. In this paper,we studies the ground-based navigation system rangefinder (DistanceMeasuring Equipment, referred to as DME) radiation characteristics and coverage, and tostudy the application of effective DME navigation in the area, combined with theimplementation of Shenzhen Airport RNAV-1approach, focusing on about DME/DMEground equipment coverage assessment and evaluation program implementation process. This paper describes the working principle of DME/DME systems around theconstruction of new navigation technology, describes the new navigation technology to thespecific needs and key technical indicators theory. This article focuses on a combination ofShenzhen Airport RNAV-1DME/DME ground equipment coverage assessment project tobuild a simulation model based on industry standards, and the use of self-developed aviationCentral Air Traffic Control DME signal analysis system simulation model created detailedsimulation analysis, and based on simulation results, the actual running evaluate reliabilityanalysis, in order to achieve the purpose of improving work efficiency. This paper analyzes in detail except Shenzhen Airport RNAV-1DME/DME groundequipment coverage evaluation process, but also to study the relevant industry standards andnorms, the working methods of such projects are summarized.
