RNP(Required Navigation Performance),a technology of the precise satellite navigation, is a new technology that using the airplane's own airplane-borne navigation equipment and GPS(Global Position System) to vector the airplane taking off and landing, and also the developing tendency of the international civil aviation in future. The important thing in running RNP/RNAV is how to control FTE(Flight Technical Error). The RNP/RNAV procedure have been implemented successfully in many worldwide airports, and make our flight more safety and efficiency. Up to present, US's Alaska/Juneau International Airport, China's Lhasa/Gongga Airport, Nyingchi/Mainling Airport, Jiuzhaigou/Huanglong Airport, Lijiang/Sanyi Airport, Yenchi, Huangshan, Qamdo, Yushu and xining are the world's typical RNP-using airport. It is the first time for CAAC(Civil Aviation Administration of China) to using RNP in Nyingchi/Mainling Airport as a examination fight in new airport. Although RNP/RNAV have already been using in China,they are running in initial period, and there are series problems which need to be solved, such as establishing related laws and regulations, designing flight procedure and movement examination, training of airman and so on. In all, using RNP in highland airport can make a great progress in developing west of China.In order to recognize and control FTE more accurately, this paper unifies RNP's concept and FMS's function, research FTE from evaluating and simulating fight track, then provide the FTE budget which showed on FMC(Flight Management Computer) to flight crew. To researching FTE distributed rule in plateau environment, we do it as follow: On the one hand, using SHEL model to carry on the analysis, unifying RNP procedure to investigate the risk between flight crew and special aircraft, forms a man-machine interaction surface, through the collection of actual flight example, finding the characteristic of FTE under plateau complex environment/terminal area. On the other hand, taking MATLAB as the system and various functional module development kit, SUMLINK as the graph database development kit to realizes flight trajectory's simulation and the experiment system specifically. Using the flight tracing analysis lateral's, longitudinal's and vertial's error distribution, thus carries on the analysis to FTE's characteristic.After this project,it will be helpful to the promotion and implementation of RNP procedure in civil aviation. To Airlines, maximum the safeguards, reduce the operation cost, increase the economic efficiency. To aircrew, reduce the working load, make flight easy and safe with RNP.This article has already covered widespread RNP and FTE analysis, and also has completed the design of flight technical error distribution & simulation system, but China's RNP procedure is still in the utilization initial period, the technology is not mature. Considering of safety, the distribution & simulation system should be in practice stage at present. So it needs to solicit suggestion widely and make a further discussion of the design program, then complete the accomplishment of this system finally, so as to deploy it in Chinese civil aviation.
