Airport noise problem is becoming one of the obstacles to build green modern civil aviation system in our country. The development of civil aviation must take energy-saving and emission-reduction, environmental protection as its own responsibility. However, the airport noise of highly populated areas is becoming more and more serious, and people's complaints are increasing, which severely limits the sustained and healthy development of civil aviation industry. In the process of our country changes from the civil aviation big country to the civil aviation powerful country, air traffic will be further increased. The airport noise will inevitably become the difficult problem for the development of China's civil aviation industry. In order to solve this problem, the airport noise control strategy based on flight procedures optimization is a very important work.As the flight procedure is represented by only a limited number of key points, the evaluation and calculation of flight procedures noise can't be achieved. The model of flight procedure representation is firstly studied in this paper. There are a lot of historical tracks accumulated in the process of the implementation of flight procedures, and these tracks imply very important information. This information from the original data is dug out and a model of flight procedure representation based on flight tracks clustering is established. The flight procedure is represented by the combination of straight segment and curve segment and this method can provide theoretical basis for quantitative analysis and optimization the flight procedure noise.In order to reduce the aviation noise effectively, the tracks and the corresponding noise monitoring data produced by different flights performing the same flight procedure are analyzed in this paper, and then the concept of the optimal track of the noise is proposed.The noise optimal flight track is treated as a guide to optimize the flight procedures, so that the optimized flights can avoid flying over a populated area and reduce aircraft noise impact.The Beijing capital international airport is taken as an example to verify the proposed method. Once the optimized flight procedure is input into the INM(Integrated Noise Model)system, the noise value, population and area in different noise region of the noise sensitive area could be calculated and the noise contour map could be drawn. Experimental results show that the flight procedure optimization method based on the noise optimal flight track is feasible and can effectively reduce the impact of aviation noise.For the purpose of airport noise abatement and controlling flight cost during flightapproach and departure, the multi-objective optimization and design model for flight procedure is addressed. A mathematical method for representing flight procedure using state vector and control vector is proposed by analyzing the flight dynamics and kinematics comprehensively. Several satisfaction evaluation functions about flight procedure noise impact, flight cost and air navigation constraints are established based on fuzzy theory and the model is solved by the improved simulated annealing algorithm. The simulation results show that this method can reduce the noise impact, but noise abatement and flight cost reduction cannot be achieved at the same time on the premise of restricted airspace.Therefore, the optimization results need to be balanced between noise abatement and control of flight cost.
