With the rapid development of project construction and more uncertainenvironment that the engineering faces to,project management become more and moredifficult.Meanwhile the phenomenons of project delaying, especially the conflictproblem between resources exist among the project widespreadly,which can not besolved by the traditional method such as PERT and CPM.Critical Chain ProjectManagement widely applied in the field of construction as the result of thedevelopment of theory of constraints(TOC)in project management.It can effectivelysolve the delays and the resource conflict.However,with the increasing complexityand the raising uncertain factors in the process of CCPM, the traditional static buffermanagement of critical chain is not applicable for current situation.In this paper, the view of dynamic management originate from enterprisemanagement is used for making a further research in buffer management of CCPM.First,critical chain can be identified by the theory of set pair analysis.Meanwhile,theblind number theory is introduced to establish the time function and cost function forevery work.Buffer size is set according to the corresponding completion time ofcompletion probability dynamically changed and by random simulation technology.Secondly,dynamic management model of buffer in CCPM is built based onengineering quality constraints.In this modle,actual cost for work performed, bugetedcost for work scheduled,budgeted cost for work performed and the buffer size iscompared and made an analysis in every monitoring time through which reflectswhether the four indicatorsIc、Iv、IQc、IQvbecome exceeding the trigger point.Thenanother contrastive analysis is conducted between the the indicators and the operationdecision matrix diagram.If there exist deviation between them,measures will be takento correct it and feedback is got on to the original plans.The construction later becontinued as well as the redeployment.Finally, this dynamic modle applicated in acertain highway project is realization by computer on the platform of Microsoft.NETFramework4.0.Its validity and applicability is proved through the analysis of therelationship between index and dynamic execution result.Thus,it ensures the projectcompleted ahead of the schedule by shortening the time of a project on the basis ofcost savings and the quality guaranteed,which makes a great significance for further improving the level of project management as well as the social and economicbenefits of the project realized as soon as possible.
