Current maritime accidents have become one of the most serious social harm, in theevent, not only cause physical and property damage, but also may cause environmentalpollution, ecological damage and other adverse social impact. Therefore, the relevantdepartments on the scene of the accident it is necessary to conduct an emergency, rapiddisposal and the subsequent management.In China, when the accident occurred at sea, a single sector generally can not provideall the necessary emergency to quell incidents ship requires the joint participation of therelevant departments, so have the various functions of the rescue ship to the restrictedperiod in the emergency rushed to the scene to rescue them. Therefore, based on thespecial maritime environment, this paper focuses on the research carried out on the basisof preferred ship under different conditions, emergency ship scheduling problem.This article first introduces the emergency management and emergency shipscheduling related theoretical basis, then according to the characteristics of the Marineemergency ship ship optimization method is given, and on this basis, according to thecharacteristics of emergency ship scheduling problem of emergency ship schedulingproblem is studied under different conditions, the mathematical optimization model is setup, design effectively solving method, verifies the model by an example, the main workincludes the following aspects：(1) Based on the AHP judgment matrix consistency problem for emergency ship ispreferredWhen a Maritime Distress occurs, select the appropriate search and rescue shiparrived at the scene is crucial, taking into account the characteristics of emergency vessels,using AHP to establish a model search and rescue ship, to achieve the purpose ofoptimization, and a new method using matrix consistency, be adjusted to the mostcontradictory elements, and ultimately get the optimal solution.(2) the study of the single emergency ship scheduling problem Taking into account incidents at sea disposal site emergency ship characteristics,according to the complex by a single idea of a single ship’s emergency scheduling modelsolved using MATLAB software programming, and finally verify the validity of the modeltoo.(3) Research on a variety of emergency ship scheduling problemWhen a maritime accident emergencies, they often require a variety of emergencyrescue ship while the scene, so to extend the study to a combination of a variety ofemergency ship while scheduling problem, and establish a corresponding model solution.
