A Study Of Emergency Rescue On Marine Emergency For Yachts Within Sanya Maritime Superintendency Area

As a famous tourism and holiday resort of China, SanYa is favourably endowed by nature. The city has aboundant marine tourism resources and the good conditions to develop yacht industry. With the further development of HaiNan International Toursim Island, SanYa’s yacht industry is developing at an unprecedented rate. The dwarfs and clubs for yacht spring up like mushrooms. Many yachts of different world-famous brand sail to SanYa, where has become a highlight of China’s yacht industry. The emergence of a large number of yachts has changed the marine transportation situation of SanYa. Due to the non-professional yacht navigators which just contact the navigation and are short of necessary yacht knowledge and skills and the own characteristic different from general merchant ships on marine environment, the yacht emergency has gradually increased in recent years. The article analyses how to improve the emergency rescue and salvage on yacht from the angle of answering the public need、providing the public service and buliding a better formation mechanism of public policy by using the theory and principle of the science of public administration and public policy. The analysis will promote the sound and rapid development of yacht industry in SanYa.The article firstly introduces the character of yacht from the own feature of non-transportation ship and non-convention ship, then the introduction of domestic and international maritime supervision and emergency administration on yacht which mainly combine with the theory of emergency management and analyse the feature of search and rescue on yacht from the angle of the science of public administration. Then the artice introduces the yacht industry of SanYa and the arrangement of SanYa SAR forces, analyses the typical emergency cases about yacht in recent years and summarizes the existing problems as follows:an obstruction of coordinate and command information of SAR, an insufficience of rapid-response SAR forces, an absence of aerial SAR, an supervision lagging of maritime administration, the defficiency of emergency rescue of yacht plubs, an restriction of yacht navigator ability, a lackess organization of NGO rescue, an insufficience of support from the local government and the absence of integer project on yacht industry. Subsequently the reasons for those problems were analysed, which were the lagging management philosophy, lack of public service awareness, the limited resources in public policy and unsound public policy formation mechanism. Finaly based on the public policy of emergency management on yacht in foreign countries and the combination with theory and practice, the writer put forward some suggestions on the public policy of SAR of yacht. Main suggestions are as following, that is to speed up the legislation, strenthen the training of yacht navigators, improve the building the SAR forces, set up a organization of NGO rescue, stick to the dominant role of maritime safety administration.
