The Research On The Maritime Emergency Force Integration Linkage In Huizhou City

China is a great maritime power.With the changes of China's maritime strategy,maritime activities become increasingly frequent,and accidents at sea occur unavoidably,so maritime safety faces more severe challenges,and maritime emergency search and rescue work will become more and more onerous.Maritime emergency work has an important role in public welfare on the economic and social development of our country at present stage.The Third Plenary Session of 18th Central Committee proposed to effectively transform government functions,to strengthen the government's credibility,to build a service-oriented government,to deepen the safety production management structural reform,to establish potential hazards investigation management system and safety prevention and control system,to curb serious accidents.Emergencies at sea has many characteristics such as diversified and complicated distress,the difficulty and high cost of the implement of rescue,strong timeliness and sensitivity of the requirement of assistance,complex objects in distress(including related to diplomacy,and even international),etc..If handling improperly,it may easily evolve into a major accident,thus the government's credibility and reputation will be reduced,and even that lead to mass incidents,more seriously,that will result in severe negative impact on international.It is the embodiment of the government's public service capabilities and the bounden duty of the government at all levels and relevant departments to strengthen maritime emergency task.China RCC of all levels shoulders the important mission to maintain maritime security and rescue of life at sea.Therefore,making an intensive study of our offshore emergency rescue system and its capability at the present stage will contribute to improvement of the ability of emergency rescue at sea.The article,from the overall perspective of the theory of the government,through the analysis of current situation of the maritime emergency search and rescue of Huizhou,agreeing on the achievements in maritime emergency search and rescue work of Huizhou authorities simultaneously,further clearly recognize the current situation of Huizhou maritime emergency search and rescue,and point out the problems of Huizhou maritime emergency search and rescue operations.E.g.,the laws and regulations on search and rescue at sea are imperfect.The relationships among them are not clear,so maritime search and rescue mechanism is difficult to effectively implement.Maritime emergency search and rescue activities in the framework of a lack of cooperation impact their quick response.Applying modern public management theories and research methods,on the basis of comparison with developed countries(such as the United States,Japan etc.)on the management of maritime safety and maritime search and rescue systems and mechanisms,reference on the successful experience of foreign search and rescue at sea,the article conducts a comprehensive analysis of the main issue which involve in maritime emergency search and rescue of Huizhou City,to suppose the countermeasures and suggestions to solve problems,in order to strengthen the capacity of maritime emergency search and rescue and public services of government departments,furthermore,to raise the effectiveness of the emergency rescue at sea and improve the maritime search and rescue emergency coordination mechanism,to make clear local government responsibilities and status,and enhance the leading role of local governments in maritime emergency search and rescue,to strengthen exchanges and cooperation between international and inter-regional,to carry out the three-dimensional body construction of maritime emergency rescue,to establish overall linkage mechanism of maritime emergency management,to improve the response capabilities of maritime search and rescue,etc.
