Maritime oil spilt accident is sudden, diffusional, leakage and harmful, which means that maritime oil spilt accident has multiple accident area and its emergency materials demand is uncertain. Multiple accident area needs to consider the joint rescue of vertical and horizontal scheduling. The uncertainty needs to forecast the emergency materials demand before scheduling. Sometimes, the forecasting result may not meet the actual demand, which means that this accident needs more times cyclic scheduling. So it is complex to schedule emergency materials for maritime oil spilt accident, which needs to consider optimization scheduling instead of traditional methods. Therefore, it is very necessary for this paper to study the joint scheduling for emergency materials of maritime oil spilt accident.This paper designs a set of optimal scheduling system, based on the characteristics of the problem about joint scheduling for emergency materials of maritime oil spilt accident. Then this paper set up the optimization model about joint scheduling for emergency materials of maritime oil spilt accident, including oil diffusion function, emergency materials demand forecasting function, joint scheduling optimization model for emergency materials and emergency materials consumption function four parts. In addition, this paper designs genetic algorithm and Flexsim simulation model to verify the system and optimization model. Finally, this paper use an oil spilt accident in Bohai as an example to calculate the best plan of emergency materials scheduling, according to the optimization scheduling system and optimization scheduling model. Then use the Flexsim simulation model to verify the best plan of emergency materials scheduling.The results show that it is significant for this paper to propose the problem about joint scheduling for emergency materials of maritime oil spilt accident. There are really many times scheduling in practice. Optimal scheduling system can solve the problem about emergency materials scheduling for maritime oil spilt accident well. Moreover, it is reasonable and reliable to use the optimization model about and joint scheduling for emergency materials of maritime oil spilt accident based on the system, which can realize the function of the system well.
