With the increase of expressway mileage in China, more expressway emergencies and serious incidents also occur from time to time. At the same time, the government pays more and more attention to the emergency, especially for the reporting system of emergency. Because the expressway emergency rescue is involved in multi-industry, difficult management and coordination and complex technology, the related researches mainly focus on emergency disposal process execution and information report, etc. However, few research focus on the emergency classification standard, emergency traffic organization and management, emergency resource scheduling and rescue capability assessment, which is worthy of further research. Finding the better solution to these problems is of great practical significance to the emergency disposal of expressway emergencies.Based on this, this paper is supported by the project of expressway emergencies of Guangle expressway in Guangdong Province and national sci-tech support plan on integrated technology development and demonstration application of the comprehensive prevention and disposal of serious traffic accidents. This paper researches on the emergency classification standard, emergency traffic organization, emergency resource scheduling and rescue capability assessment. The research results obtained are as follow.(1)From common expressway emergencies, this paper analyzes main effect of common emergency events. According to the severity of emergency, road network vulnerability, emergency disposal difficulty and influence of expanding effect, the level of response to traffic emergencies is divided into level I(special serious events), level II(serious events), level III(relatively serious events), level IV(general events) level V(minor events). And satisfaction conditions of every level are stipulated by selecting appropriate criteria for evaluation. Determining the level of response to expressway emergencies if of important practical significance.(2) This paper analyzes the effect on highway traffic flow and the convenience of traffic organization after expressway emergency occurring. Expressway emergencies impact regions are divided into different sections, and the different sections of the starting position, traffic organization characteristics are analyzed. Considering general highway road, long downhill with and without emergency lane and tunnel emergency occurring in the tunnel entrance, inside and export, special sections of the traffic organization, traffic organization is analized intensively according to the division of influence area. Then, put forward better organization schemes.(3)This paper enumerates the process of materials dispatching of expressway emergency rescue, and adopts raising the shortest-time and low-cost mathematical model to solve the collection of emergency resources(producer to reserve). With the emergency rescue beginning, emergency resources should be scheduled from storage to consumption. To saves the cost and arrive at the appointed time at the soonest, the problem is solved by constructing mathematical model. In the process of emergency rescue, the consumption should be replenished in different time stages and the problem of replenishing rapid consumption is solved by constructing mathematical model based on the lowest cost. There is important practical significance to put forward above methods to solve emergency resource scheduling.(4)This paper analyzes the advantages and disadvantages of the evaluation the common methods, then a quantitative and qualitative expressway emergency rescue capability evaluation index system is proposed according to the characteristics of expressway emergency response rescue, which determine the main evaluation index included emergency safeguard mechanism, emergency resource support, information and communications security, surveillance and emergency response, emergency decision disposal. And the optimized fuzzy comprehensive evaluation method is adopted to assess and improve the capability of expressway emergency rescue.
