In recent years,The vigorous development of China’s Expressway,The mileage has become second only to the United States of America,ranked second in the world countries. Highway has accelerated the development of urban and rural development,closer links between the areas,to improve the people’s quality of life,to promote the development of the national economy,but it alsobrings serious negative effect freeway incident. Freeway incident destruction, serious, random to China’s economic losses,the people’s life safety, social stability bringsthe serious influence.Thus,quick response to the freeway incident and disposed of correctly is very important.In this thesis, an emergency expressway as the object of study,from the traffic engineering, traffic safety, management science, operations research, computer science, disaster science and other related subject,based on Traffic Engineering,try to establish a set of suitable for China’s highway emergency management information system(EMIS),given the highway operation and management departments method and basis to provide analysis, management, decision-making,to the most short time will the consequences of emergency control in the smallest range.This thesis is divided into three parts,the first part is to raise the question. Introduced emergency management research background、foreign research results in the freeway incident. The second part is part of the problem analysis,firstly, introduces the theoryof freeway incident and emergency management; Then through the method of quantitative determination of evaluation index of quick response to emergencies;then introduces the theory of emergency rescue,and the types of emergencies are clear subdivision,for each type of establish a corresponding emergency rescue plan. The third part is the part of problem solving. According to the relevant information has been obtained,in the MVC design pattern based on C/S architecture based,using MySQL+Java+JavaScript to design a highway emergency managementinformation system software. Combined with the specific case(To the Guangzhou Shenzhen highway as an example),as an application specific solution to the problem.
