The21st century is the Ocean Century. As the precious treasure resources trovefor human society’s survival and sustainable development and final space, the oceanhas become an important stage on which many coastal countries and regions developeconomic and carry out diplomatic activities. Nowadays, many coastal countriesgenerally pay more attention to the development and utilization of marine resourcesand space, attention to the development of marine high-tech, in order to occupy thestrategic high ground in the new international competition.Recently, Marine economy has formally become growth pole of regionaleconomic growth and socioculture’s integrative development. Since the12th five-yearplan proposed that it should adhere to coordinated development plans for land and sea,make and implement marine economy development strategy and improve ability ofocean development, ocean control and comprehensive management. State councildraws the outline of China marine economy development after approved ShandongPenisula Bule Economy Zone Development Plan, Zhejiang Marine EconomyDevelopment Demonstration Area Plan, Guangdong Marine EconomyComprehensive Experimental Area Plan and Fujian Marine Economy DevelopmentPlan.The crux of achieving great-leap-forward development accelerates the formationof comparative advantage marine leading industry and develops it rapidly. In the viewof this, it is strategically important for marine economy sustainable development andeconomic growth style transition that the direction of marine economy is determinedscientifically, the type of marine leading industry is clarified and marine leadingindustry development path is fully proposed.Based on the previous leading industry theories and China’s marine economy research, the paper made comprehensive use of literature analysis, qualitative andquantitative analysis to discuss the current situation of China’s marine economy andthe tendency, summarize the role of the leading industries in the development ofChina’s marine economy, and the principles and benchmarks to be followed in theselection of marine leading industries were determined and quantified in accordancewith the connotation and characteristics of the leading industries of the ocean, then,the ocean leading industry index system was established, the ocean leading industriesselection method and model was defined.Next, for Qingdao marine leading industry development present situation,advantage and limited condition, this paper using present data and information,chooses Qingdao marine leading industry by Delphi survey method and analytichierarchy process. At last, it chooses marine shipping industry, marine biomedicalindustry, coastal tourism, oceanographic engineering construction industry, marinesalt industry and marine chemical industry as Qingdao marine leading industry andcomposes three industrial clusters. Fist one is marine engineering cluster leading asmarine shipping industry, oceanographic engineering construction industry, marinesalt industry and marine chemical industry. Second one is marine high-technologyindustry cluster leading as marine biomedical industry. Third one is traditional marineindustrial clusters leading as coastal tourism.
