Research On China 's Marine Economy Based On Industry

To develop ocean economy is the experience of advanced economies, the necessary choice of our adapting and leading the New Normal Economy and also the concrete measure for the implement of the strategy of “go out and bring in” of “one road, one belt”. The researches upon ocean economic industry have great theoretical and practical significance, however, it still lacks the systematic studies upon the ocean economy, especially upon its development type and production efficiency straightly based on the industrial perspective. Drawing lessons from the relevant studies, this dissertation intends to from the industrial perspective study the ocean economic development, concretely unfolding from the three aspects: the development stage, the present situation and the trends of ocean economic industry; its development types and characteristics; its production efficiency and the influence factors. On this basis, the problems challenged by our ocean economic industry will be expounded and analyzed and finally the countermeasures and suggestions will be put forward.This dissertation can be divided into eight chapters. The first chapter is introduction. It raises the question and elaborates the research ideas. According to the strategic emerging industrial position of ocean economy as well as the development reality and open necessity of our economy at the present stage, it proposes the necessity and significance to strengthen the researches upon ocean economy. It also expounds the research ideas of “expression- analysis-solution”. The second chapter is the literature review about ocean economy, in especial from the industrial perspective and the objective reviews are made. The third chapter presents and summarizes the development status and experience of the typical ocean economic industrial powers(America, England and Japan) and points out the international development trend of the ocean economy in the future. The fourth chapter applies the descriptive statistical analysis method to elaborate the development course, present situation and the future trend of our ocean economic industry. The fifth chapter utilizes clustering method to analyze its development types. The sixth chapter uses Malmquist Index to investigate its production efficiency. The seventh chapter expounds and analyses the main problems challenged by it. And finally the eighth chapter is the research conclusion and countermeasures.There are four basic conclusions based on the research. First, the international experience indicates that the status of ocean economic industry in economic development will continue to improve and the emerging strategic industrial position of our ocean economic industry will be further strengthened and reflected. Second, there are large discrepancy among coastal provinces for the development of ocean economic industry and it can be divided into three types of high, middle and low. The high level areas are Guangdong and Shandong Province, the middle include Liaoning, Tianjin, Jiangsu, Zhejiang, Shanghai and Fujian Province and the low comprise Hebei, Guangxi and Hainan Province. In the aspects of ocean economic output, ocean economic industrial structure, ocean labor productivity as well as major ocean industries have they their own characteristics. Third, for most of our coastal province areas, manufacturing total factor productivity of ocean economic industry lies in a state of improvement. It has a close relation with the ocean economic growth. The main source of improvement has transformed from technology progress to technology efficiency. The average ocean economic industrial level, capital availability, technical staff ratio and economic openness have significant positive influence upon ocean economic industry, but the ocean industry upgrading does not have remarkable influence upon production efficiency. Fourth, our ocean economic industrial development faces the challenges mainly from industrial structure, spatial arrangement, ocean resources conservation, management system as well as technology support. Thus, to optimize the industrial structure, regulate the spatial arrangement, strengthen the ocean resources conservation, improve the management system and promote technology support are the countermeasures and suggestions put forward.
