China is representative of today’s society in developing countries,Has been urged to go on their own, must rely on the development proposed to get rich slogan, accompanied by technological advancements, the issue of population, resources and environment, forcing more and more people began to shift attention to the survival and development of resources to reserve good more geographical area of vast ocean areas. Ocean outlook will be the key area of international economic and trade activities. Therefore, the coastal regions have continued to increase the available space of the ocean, a clearer national jurisdiction to ensure the future of the economy to take off the ocean are highly valued, and almost all countries and regions regarded the construction of long-term development strategy is set to become an international ocean power, in order to become a world.Since the most recent decades, countries have begun to enter the new era of large-scale exploitation of marine resources, China is also trying a place in the field of marine economy. From the beginning of the 21 st century, the marine industry has gradually entered a diversified, international new era. At present, the development of China’s marine whole is still at a low level, the marine economy share of the national economy is still far lower than developed countries, the proportion of all marine industry sectors constitute uncoordinated, the relationship between the various sectors of discord leading to the regional marine industry development differ. Along with the rapid development of marine development capabilities, select the leading industries in the marine industry becomes particularly important, it should be able to play the role of a good leading industry to coordinate the development of marine economy.Cipian thesis using marine industry shift- share analysis of analytical methods, detailed on China’s marine 12 industry sectors are analyzed and compared. Get the following conclusions:(1) the fundamental problem of marine economic development speed is limited by the presence of the contradictory relationship between resource utilization industry.(2) part of the marine industry sector in order to safeguard the interests of individual companies while ignoring the overall minority interests, even at the expense of the collective interest in exchange for part of the human development concept of self-interest leads to a lot of industrial structure isomorphic issues within the region.(3) The marine industry in a special period of rapid booming marine economy is an urgent need to find a more suitable economic footing to achieve new leaps and bounds. Quickly identify current deficiencies, considering the ability of many aspects of the marine coastal provinces and cities of the industrial structure and construct the evaluation index system, in this study, factor analysis, based on data analysis based on quantitative and qualitative analysis to find suitable for the national marine economic development leading industries, and finally put a more rational economic development strategies and constructive comments based on the selection result, which has great guiding values for determining the focus of this stage of development of the marine industry.
