Research On The Transformation And Upgrading Of China's Marine Industry From The Perspective Of Low-carbon Economy

In the process of accelerating the development of marine economy in the coastal countries of the world,our government put forward to pay attention to,understand and manage the oceans further more.Therefore,under the background of vigorously promoting the construction of marine powerful nation,the article takes low carbon as the research perspective economy and relevant theories of marine industry as a guide to study the transformation and upgrading of marine industry.Then,the development status of China's marine industry and the trend of marine industrial structure and carbon emissions are studied.It is found that the development of China's marine industry has entered into a period of deep adjustment,the space of upgrading of marine traditional industries been accelerated,the scale of marine emerging industries gown and the level and the quality of development of marine service industry been continuously improved.There are huge differences in the development environment and development level of marine industry in coastal areas.So the formulation of marine industry policies should consider regional differences.Combined with the relevant theories and connotation features of the transformation and upgrading of the marine industry,the marine industry transformation and upgrading evaluation index system is built included the structural adjustment,the greening,the scientific and technological innovation capability and the organizational level of marine industry.And the entropy method,TOPSIS analysis method and nuclear density estimation method are used to evaluate and analyze the development level of marine industry transformation and upgrading in 11 coastal provinces of China from 2008 to 2016.The results show that from overall view,before 2014,the level of marine industry transformation and upgrading showed a clear upward trend.After 2014,the upward trend weakened.From the perspective of various dimensions,the level of industrial transformation and upgrading of different dimensions is improved,but the ability of scientific and technological innovation has not been significantly improved,and the trends of different dimensions differ in provinces.Finally,the panel data model is established.The fixed-effect estimation method and the differential generalized moment estimation method are used to empirically study the relationship between the transformation and upgrading of marine industry in China's coastal areas and the development of low-carbon economy.The results show that the adjustment of China's marine industry structure promotes the low-carbon development of marine economy to a certain extent.Specifically,the higher the degree of advanced,rationalization and efficiency of the marine industry structure,the more conducive to the development of low-carbon economy.Among them,the advanced degree of the marine industry structure plays the most important role in the dynamic process of economic development.Therefore,in order to promote the transformation and upgrading of the marine industry from the perspective of low-carbon economy,the adjustment of industrial structure should be deepened,the environment protection of marine ecology be increased,a platform for marine science and technology innovation be actively built and a modern marine industry cluster be established.
