Along with the socio-economic development as well as reform’s in Nationalelectric power system, the environment of electric power demand and supply has got adeep transformation. The lack of power supply has obtained alleviation, customershave higher demand in power supply service. After the separation between powerfactory and network, Hunan Electric Power Company became one of the power supplyenterprises in electric energy market of Hunan Province, the competition with otherpower supply enterprise’s in Hunan and peripheral province’s becoming intense day byday.Recent years, Hunan Electric Power Company’s market share in electric powersales decreased, investigation indicate, that the lack of service concept and methodare the main reason. Business Expanding Process which belong to power salespre-service, have some obvious problems,such as inefficient, time consuming andinconvenient to customers ’ communication. These had brought serious impact on thecompany’s customer service quality, which is the capacity bottleneck of enterprise’scompetitiveness and market development.By the theory of Business process reengineering, system description of Hunanelectric power co.’s original Business Expanding Process as the basis, using qualityfunction deployment matrix and action-time relation research tables, the mainproblem is diagnosed to organizational structure, too much business approval andunfit information systems, the BPR’s idea is to provide customers with a integrated"external" process services.The business process after reengineering takes a extreme change, breaking thetraditional functional division of labour, establishing a new integrated sector toprovide "external" process services, paralleling construction, launching acomprehensively coveraged information system, management levels is reduced,process chain is shorten, information transfer is speeding. These changes significantlyaccelerate responsiveness to customer demand, improve the convenience of customercommunication, which make the capabilities of power sales pre-service to leapforward. To ensure the operability of process reengineering implementation plan andimprove the success rate, thesis analysis the difficulties and offer the measue. Finally,a evaluation to the effect of BPR implementation is given.
