With the rapid economic development, television programs have become anintegral part of people’s daily life. TV shows have become the way for the people toget the knowledge. With the deepening of China’s reform, the operations of the radioand television sector include not only the production and broadcast of the televisionprograms, but also the innovation, offline activities, new media, advertising and otherfields. Radio and television sector is providing people with information and servicesand also mobilizing all the resources, creating social and economic benefits. Therefore,the radio and television sector has been more than just a business unit to provideadvocacy and entertainment, but also an industry sector to profit and create profits andtaxes. With the social development, this property will continue in the future.Two-track-system appeared in this process and refers to the same position withdifferent management and pay in most of our radio station and television station.The object of study for this thesis is Beijing Education Television. The thesisbased on the modern human resource management theory, the actual business ofhuman resources management, its human resources management features under theTwo-track-system and contains analysis and explanation for background, process,prospects, problems and improvement measures of Two-track-system.The Studies have shown that the Two-track-system now have some principalproblems such as emphasis on the identity and on the management. The main reasonsare the "official position awareness" of staff in Beijing education television and thelack of institutional constraints. The improvement measures on this basis mainlycomprise the basic work of human resource management under the Two-track-system;design of organization, analysis of the work and development of job descriptions;Human resource planning and rational allocation; multi-dimensional, dynamicincentive system; multi-channel development and multi-job practice; comprehensivecompensation strategy and so on. The objective is the smooth transformation from theTwo-track-system to the Full-employment-system.
