At 21st century, the competition between Journalists is more and more fierce. In the final analysis, the competition between the media is the competition of the news human resources.The television is the concentration of brain power, knowledge-intensive, and needs great news human resources to support continually. It is only inventing the man-using policy and integrating news human resources continually, the television could be active and prosper.From 20C 80s, people have known that man is the most active and most floating capital, and is the most inventive resource. In the era of knowledge economy, the human resource is becoming the key point of a company's success or failure.Because of the influence of the planned economy, Chinese media, especially Chinese television have problems in personnel system. The reasonable competition system, hortatory system and providing system are not yet set up. The Newcomers have to accept their position at the bottom of the pecking order. Thus it can hardly make everyone develop his capability completely. The fair environment in which manpower could be distinguished himself is not yet existed. The system which could keep manpower, attract manpower and make him develop his whole capability is not yet set up. The variety problems of the traditional personnel system seriously interfere with the development of Chinese television.After entering WTO, Chinese media need to recognize human resources and management of human resources strategically. It is only to benefit from foreign countries, advanced ideas of management of human resources, to invent continually and stimulate the people oriented management as soon as possible, that can we be dancing with the wolf, and will be success in the competition.
