As for the current situation of personnel management in national television stations, in this essay the author analyzed the development of mechanism and methods on the traditional personnel management in television station by the theory of Media Management and Modern Human Resource Management, in order to improve the traditional personnel management and the efficiency of television manpower management, taking the advantage of modern concepts and methods of Human Resource Management.Based on the full investigation in the status quo of central and local television stations and the instruction of Marxist philosophy "unity of universal contradiction", the author proposed two new concepts: Executive-plan-centered Mechanism and Media-market-oriented Mechanism, which were seemingly contradictory but incorporate, by integrating the relative theories on media human resource management from Specialists, Scholars and professional staff in television station. As the author mentioned, Executive-plan-centered Mechanism referred to such television manpower as is distributed in principle of executive plans or powers, and in basis of media market in Media-market-oriented Mechanism. The author held the idea that the intension and extension of both mechanisms included the course of development and changes all round in national television personnel management and revealed itsreforming orientation and tendency.The main idea in this essay is that Media-market-oriented Mechanism will be the necessary inclination for the change of television personnel management, and the television can only meet the need of business development by taking the conception and measures of this mechanism.This essay is made up of three parts. The first part includes Chapter 1 "Characters on Traditional Personnel Management in Television Station" and Chapter 2 "Course of Development of Executive-plan-centered Mechanism in Television Station". It's explained in detail the cause, history and general situation of the establishment for the traditional personnel management mechanism and executive-plan-centered system. The second part is Chapter3 "Orientation for Personnel Management System Reformation in Television Station: Media-market-oriented Mechanism", which is aimed at seeking for the orientation and tendency of present management reformation in television station from the changes in relationship between politics and market. The development of personnel management in television station is divided into three phases according to the time, which supplements the explanation of the development of mechanism and methods in television personnel management. Part 3 includes Chapter 4 "Management Concepts on Media-market-oriented Mechanism" and Chapter 5 "Practical Operation in Media-market-oriented Mechanism." In this part, the author explainedwhat the mechanism was, from the point of overall conception and concrete operation, and discussed the methods or ways for the use of this mechanism in television station.The discussion and analysis on the theoretical and practical problemsIn television personnel management are classified into the front-line fieldin media management and become extremely urgent and significant, especially in the background that the television is experiencing the test of market power and digital technical revolution. As is mentioned in the opening report, on one side, the combination of television technique and digital information has spread from technical innovation to communicational methods on information, running model, managing methods and system in television station, which is the positive requirement for productive forces' meeting production relations. On the other hand, the marketing social environment has further promoted the creation for television station in managing system and methods.
