Human resource is the core competitive elements of radio and television industry in china nowadays. Two parts (one is optimization of HR structure while another is development of relevant policy system) are the key importance for above industry after WTO`entrance.therefore the HR rebuild of policy system and management in the field of radio and television has the far-reaching meaning2008 is the 30th anniversary of china 's reform and opening, with the pace of this. Broadcast television field changed the traditional HR management to the modernization. It's the right time for us to make the longitudinal HR policy research nowadays. During the past 30years.there are 3 HR policy developing schedule stages: start-up stage(1978-1990);comprehensive reform and exploration of reform goal(1990-2002);quantum jump of reform(2002 till now).The HR policy in these 3 different stages show up total different feature and characterChina's radio and television HR policy could be divided into below 6 modules by working process: planning.hiring and configuration. Training and developing. Performance evaluation. Benefit and motivation, labor relation. As the systemic and anagogic analysis to above 6 modules in such 3 schedule stages. We can infer the evolutional regulation: 1.the regulation of government system law and co-exist of hr capital marketization;2. innovative changes in order to achieve the purpose of continuous improvement;3. by the gradual relaxation of rigid controls bound to change; 4.policy formulation and implementation of progressive and transitional.China's radio and television HR policy system has been continually improving, but there are still some problems and shortcomings in terms of policy formulation, execution and evaluation. To deal with it, with practical measures of improvement are: 1, to fill the gaps in the policy; 2, to create environment of fair competition and merit-based selection 3, in accordance with the law regulate the management of labor and employment policies; 4, to strengthen the driving force and execution enforcement of policy; 5, the building of an effective policy evaluation system and feedback channel flow.
