Bank credit is the most important part of the assets of commercial banks in China. Since2003, commercial banks in China along the capital injection, shares reorganization, introduction of strategic investors, the path of the reform of the public, carried out a series of shareholding system reform, initially established a modern banking system. But compared with the European and American countries, lower operating efficiency and profitability of the commercial banks in China, the traditional bank credit business is still the main source of profit for banks, commercial bank credit quality of decision-making and management technology has not been essentially improved, and in the process of reform and development of commercial banks, not good to operate the latest computer related technology development of credit system.The system is based on credit risk management as the core, customer management as the center, to meet the need of the credit intensive management and standard management, will to manage the integration of bank credit business flow, information flow. The system control and manage all kinds of customer loans. Mainly includes customer management, business management, interest management, integrated management, credit officers (branches) information management report management, system management and other functional module.Using a wide range of users of the system and the large volume of business, we decided to adopt the distributed and centralized collection browser/server (B/S) mode build system. Then combined with object-oriented development methodology to describe functional and non-functional requirements and develop a detailed analysis, cleared system construction target and made a detailed analysis of the system operating environment. Finally in this paper, the system design and implementation, the system design including system architecture design, the overall functional design, technical architecture design and database design, this paper combines the industry’s popular web programming language JAVA and database language SQL, based on Struts, Spring, Hibernate technical framework of MVC three layer development mode of design; system implementation portion includes the implementation of database, the business logic processing layer, the control layer and the page presentation layer, a detailed description of the steps and processes of the system. Design and implementation of the bank credit management system was proposed in this paper, and has been applied in credit cooperatives credit system for YingKou, which has obtained a satisfactory evaluation.
