As for informatization construction, especially that of human resourcemanagement(HRM), people simply admit that HRM informatization should beimplemented in enterprises, however, few can tell details. With gradual development ofinformatization construction, HRM informatization is stepping into all walks of life. Anew round of deep reform in power system brings more severe challenges to powerenterprises. First of all, reorganized power enterprises are facing both socially externalcompetition and power-system internal competition. Next, operation and managementmodes of power enterprises have been impacted in this reform, and in particular, servicehas to be improved in no time. Nonetheless, there is still a long way for power enterprisesto realize market-oriented operation due to the long-term impact of planned economicsystem and the vertical integration management mode.What power enterprises face and need to be addressed is how to face numerouschallenges, transform management modes and improve performance level.Primarily, this thesis briefly analyzes the background of research and developmentof the system, reviews the history of the power system reform, analyzes current situationof performance management, in aspects of basis, content, modes, methods, and feedbackand application of performance results, then puts forward the design principal,significance and objective of performance assessment management system of powerenterprises, in line with analysis of the environment and main business of them as wellas the guideline of the strategic target defined by them.Besides, the thesis studies the performance management theory in concept, and givesbrief introduction to ASP.NET technology, SQL Server, configuration of visual studiodeveloper and IIS provided by Microsoft.Next comes the vital part of this system. We describes in detail the function chart,general design, design of interactive interface and realization of model components anddata components, mainly including performance plan, implementation, evaluation,feedback and result application on the system foreground, as well as audit, information issue and user administration on the system background.Last but not least, the thesis briefly introduces several key technology ofperformance assessment management system in power enterprises during realizationperiod, and systematically concludes the design and development procedure ofperformance assessment management system all over the power enterprises.
