Regionalized is a recognized orientation to the development of hospital informatization. Theregionalized information construction can be applied to normalize the operation flow involved inhospitals, solve the “Information Island” problem that has constrained the progress of hospitalinformatization over a long period of time and allow the medical information more transparent;besides, it can also help to refrain from the contradiction between patients and medical staffoccurred due to improper communication. Based on this, it can still be utilized to organize themedical information stored in all the subsystems in all orderly manner and facilitate the futuremedical treatment, teaching and scientific research of hospitals. The standardized EMR(Electronic Medical Record) in the system is used to integrate the medical data inside the hospitaland based on which the sharing of regional medical information and the collaboration of regionalmedical business can be achieved. The appointment registration service and the dual referralmechanism for medical treatment are used to save the time required for patients to seek medicaladvice and avoid the repeated examination and administration unnecessary to patients; besides,this can also help to make the patients more accessible and affordable to medical services. Thissystem is also applied to reduce the repeated work of medical staff, save their time for handwritingof medical records, enhance the working efficiency and prevent and reduce the occurrence ofmedical incident. Moreover, it succeeds in promoting the management level of hospitals, offeringdecision support to the decision makers of hospitals and making the management of hospitals betransferred to the information-based and automated one. And it has helped to improve theunreasonable medical resource allocation currently existed in our country and rationally utilize thelimited regional medical resources.First of all, this paper has analyzed the background and research significance of theRegionalized Hospital Information Management System as well as the status of its developmentboth domestically and internationally and summarized the problems present in the current hospitalinformation management system in China and the challenges confronted when pursuing furtherevolution. On this basis, the Object Oriented Analysis method is applied for the analysis of systemand UML is adopted for the business and function analysis. In addition, the Use Case Diagram,Activity Diagram, Component Diagram and other forms are utilized for the description of internallogic of the system.In the second place, during design and construction of the system, the development modewhich centers on management and is driven by single business is changed and the principle of“People Oriented” required in the new medical reform is met. The paper has discussed how tointegrate all the subsystems in the form of components based on the existing hospital informationmanagement system in order to enable the new system to take over the medical data stored in theoriginal one. In the process of integrating all the subsystems, the XML-based standardizedElectronic Medical Record is used as the basis to avoid integrating the subsystems in the peer to peer model.Moreover, in the requirement analysis phase, the requirements of patients on the healthservices are taken into full consideration through stakeholder analysis. The content that the staff inall departments of hospital shall take part in during the construction of system as well as theirdeliverables are made explicit in the form of stockholder profile. And this approach is utilized to“force” the hospital to participate in the discussion and review of system requirements and solvethe problems concerning the quality of system, caused due to the insufficient participation ofhospital in the process of hospital informatization. The development tools such as Visual Studio2012, IBM DB210and others as well as advanced technologies are applied reasonably to drivethe entire medical level within the regional extent and enhance the competitive capacity ofhospitals. The national latest data standard and relevant specifications shall be followed to guidethe construction of system and exchange of information in order to maximize the sharing ofmedical information within the regional extent and guarantee the effective sharing of medicalinformation.Last but not least, the Regionalized Hospital Information Management System involvesnumerous functions and features large capital investment and long construction cycle. In view ofthis, the approach of unified design and distributed implementation shall be adopted to lower theinvestment risk taken by hospitals and allow the system to come into service as soon as possible.
