The Research On Design And Implementation Of Hunan Regional Medical Cooperation Management System

Medical and health services is the key to human health.However,health resources allocation imbalance between urban and rural has become an outstanding problem of China's medical and health services development,especially in Hunan.At present,most of the Hunan county hospital and health clinics in towns and townships can not meet people's medical requirements,because their medical professional and technical personnels are less,business level is low,hardware equipments are poor.Thus seriously restricts the development of these hospital or health clinics.But the top-level hospitals in large city are packed because their medical professional and technical personnels are more,business level is high,hardware equipments are advanced.Thus many real serious illness patients can't get timely treatment and intensifies medical problem.The new medical reform opinions put forward that construct the village and community health information network platform by establishing residents health file,promote hospital information construction by the hospital management and electronic medical records,and promote the city hospitals and community health service agencies by the network information technology.Based on the above reasons,this paper designed of Hunan regional medical cooperation management system(HRMCMS)according to the reality Hunan medical business.At first,this paper analyzed the requirements of HRMCMS.It analyzed present situation and problems of Hunan medical and health fields,summarizes main task of HRMCMS,then setted construction goal,business structure and organization of HRMCMS,finally designed the main function of HRMCMS.i.e.HRMCMS builds five provincial cooperation services center at the business level,constructs 7 core business system to inter-communication at the technical level,establishes regional medical sustainable operation safeguard mechanism at the management level.Based on the analysis of the HRMCMS's requirements,this paper designed the scheme of HRMCMS,It includes the design of the overall function framework,regional medical cooperation management subsystem,regional medical clinical inspection subsystem,regional medical image subsystem,regional medical pathology subsystem,regional medical health management subsystem,hospital and clinic service management system,management department business monitoring system and regional medical information sharing and exchange platform,regional medical public service data center and network system of HRMCMS.Finally,this paper gives the implementation method of HRMCMS.HRMCMS makes full use of professional and technical personnel and advanced medical equipment advantages of these top-level hospitals,improves medical service of the basic medical institutions,strengthens the supervisory ability of the medical treatment.HRMCMS fulfill digital medical cooperation in the service cooperation,informationlized health service,intelligent information services and integration security.HRMCMS can promote integration of the regional medical resource,establish modern hospital operation entity and operation mechanism which conforms to the modern management mode,realize the integration of medical longitudinal service,shares high-quality urban medical resources,advanced technology,service concept,management mode with the county medical institutions and township health center.HRMCMS can provide efficient quality health care services for society and people,ensure medical safety,improve the health service quality and effect,and improve national health quality.
