In recent years, with the continuous development of medical information especially the new healthcare reform is put forward, the medical information construction in China has made remarkable achievements in the three main areas of the hospital information management, public health service and electronic health records, and built a series of medical information systems coving the whole departments of hospital. However, existing medical information systems based on their original information architecture, each take its oneself as the application center, so forming an information island which is "chimney type" layout and can’t connect to each other, thus the information resources can’t be shared among medical institutions, as s result, there are many problems, such as repeated check, repeated labor and repeat investment and so on. This also results in that the convenience of medical information construction cannot be effectively utilized. At the same time, information systems of medical institution are independent development and existence, but they are associated to each other closely. So, the establishment of regional medical information sharing platform and the realization of medical information cross-regional interconnectivity and interoperability is the key point of regional health information construction. To meet the requirements of current medical treatment innovation and improve the whole medical information sharing ability, enshi has proposed statewide build medical information sharing platform.The development of cloud computing technology shows a rapid trend in recent years, powerful calculate ability and storage ability makes it more and more get the attention and research of the relevant departments and enterprises at home and abroad. Cloud computing provides an architecture method of sharing IT infrastructure, which can connect varieties of hardware and software resources to form a powerful resource pool to enable users can obtain and pay needed services through the network. Service-oriented architecture (SOA) can divide applications of different function units into different granularity of service components and make these service components independence from the complex environment, which can enable the change of the service isolated in where need to change and will not affect the other services and other parts of the system. At the same time, SOA provides interfaces and contracts to interact between services, and these interfaces and contracts are not only neutral and standard but also independent of implementation services hardware platform and operating system and programming language.At present, many scholars at home and abroad began to study about the construction of information platform based on the fusion technology of cloud computing and SOA, and has obtainer some of theoretical results. Cloud computing provides the basis of the hardware and software facilities to support SOA construct platform, and SOA can make sure that cloud computing providers make applications run in the multi-tenant under the premise of without changing the original system. SOA can get the unification of the internal and external applications in the environment of cloud computing, cloud computing technology can implement not only the integration of cloud resource pool but also the restructuring and build and provision of the service under the support of the SOA.Firstly, this article describes the background of the selected topic, the research purpose and significance of topics, the research contents and methods of the subject, and analyzes the research status of the subject at home and abroad in detail; Secondly, this article describes the cloud computing technology, and then analyzes the demands of constructing a state medical information sharing platform and the feasibility and necessity of constructing state medical information sharing platform based on cloud computing, at the same time, discusses the advantages of application of cloud computing technology to construct the state medical information sharing platform, on this basis, this article proposes that cloud computing technology was used to construct the state medical information sharing platform, the computing center and the state and county (city) data storage center based on this platform; Thirdly, this article describes the SOA technology and data exchange standard, and then analyzes and discusses the advantages of applying SOA to design the data sharing and interchange platform under the environment of state medical information sharing platform, on this basis, this article proposes that data sharing and interchange platform was designed by using SOA based on Web services, the enterprise master patient index and the database distribution of state and county (city) data center based on this platform; Finally, this article analyzes the application based on the state information sharing platform namely services provided by the state information sharing platform for the external users, and looking forward to the mature development of cloud computing technology and SOA technology in the application of guaranteeing the security and stability and reliability of state medical information sharing platform.
