The floods will lead to serious social and economic loss and cause huge impact on people’s production and living, even threaten people’s lives. To establish flood risk maps and to perfect its information management system is a significant work. The current flood risk maps information management systems are usually realized by the traditional WebGIS technology. The traditional WebGIS has weak data sharing ability, poor interoperability, and its system structure is tightly coupled. It is not easy to expand the system and to establish a distributed system.This paper uses a service-oriented architecture (SOA) and applies Web Services technology to design the flood risk maps information management system. Web Services has good encapsulation, loose coupling, applying the standard protocol specification and highly integrated. This system design scheme, to make up for the insufficiencies of traditional WebGIS, found a better implementation scheme for the establishment, expansion and upgrading of the flood risk map information management system. For multiple Web services provided by the same kind of heterogeneous data integration problem based on the proposed design scheme of flood risk maps information management system, this paper puts forward the design of the flood risk map information management system’s database and the heterogeneous data integration method. According to the flood risk map compiling this specific application field, using a combination of field base tables and field dictionary tables to store the flood risk information to improve data sharing ability, and it is helpful for the standardization and generalization of flood risk map information management system.Finally, the prototype system has been designed and set up, according to the proposed design scheme of flood risk map information management based on Web Services. It proves that the proposed scheme in this paper is feasible and effective.
