Computer application system in the flood control departments at all levels have been more widespread applied, and played an important role in flood warning, flood control and management. However, from the current flood prevention work and the water conservation modernization goal, there are still the lack of effective flood information sharing, cross-platform applications can not achieve integration, low-application software that need urgent solution. To achieve accurate forecasting, optimized scheduling and scientific decision-making, flood prevention system can be achieved cross-platform through Internet, language independent, relaxing and coupling the interaction and integration, thus effectively improve the timeliness of flood warning forecasting, and minimize the flood control information exchange time.Web Services technology solves these problems with an effective way. The main objective of Web Services technology is to build the technical level that can implement connectivity and integration of applications on the basis of isomerization unit. Using a service-oriented applications flood areas, to achieve application integration and information sharing flood.The Yellow River flood prevention system for the study of the background, the paper explores the status of research on flood prevention systems, and Web Services technology direction of the latest developments, demonstrating the flood control system packaging into the feasibility and advantages of independent web services using Web Services technology. According to the flood-control system characteristics and requirements, flood control system in existence as the prototype, using Web Services application framework providing system integration framework, the paper discusses the system integration strategy and the key technical issues. Finally, based on flood prevention UDDI registration centre, flood forecasting systems as example, Web Services technology is to be secured to the release of a practical Web Services framework for the certification of the effectiveness and flexibility.
