With the development of computer technology, information technology has wider and wider application in water conservancy industry. Conventional, GIS C/S (Client/Server) structure based flood control application system has played an import role in flood control. But due to self limitation of the C/S structure, together with the requirement of spatial data sharing, it is urgent to develop WebGIS based flood control system to meet the needs required by flood control.This article introduced take geographic information system (WebGIS) as the platform.The report introduces Internet/Intranet based on"the Lower Yellow River Advising system of Engineering-Concerned Information", which was developed on the basis of current leading technologies such as WebGIS and middleware technology. Basic frame of the system, logic structure and function configuration are provided, as well as the design of the database. Introduced with emphasis develops the platform based on MapXtreme the WebGIS middleware architecture, the middleware module design and so on.Furthermore, we give some examples to analyze. The user visits this system to be able to understand intuitively the Yellow River downstream flood prevention key spot the real-time water rainfall situation, the labor sentiment, have the main map to enlarge, the reduction, roaming and so on the basic function, may carry on the precipitation station, project and so on the object flood conditions, the labor sentiment inquiry, thus the effective support emergency consulted the decision-making.
