A number of small rivers, and most of the remoteness of the mountains, with theriver itself with storm intensity, short duration, difficult early warning and othercharacteristics, resulting in flash flood early warning and small river defenses havebecome prominent flood control work in the current difficult. In recent years the localheavy rainfall caused flooding of small rivers burst frequent occurrence, caused flashfloods, mudslides, landslides and other mountain hazards off guard, causing casualtieshas become a major hazard, seriously restricting the majority of the economic andsocial hilly development and the people’s poverty, the impact of building a moderatelyprosperous society to achieve goals.In order to protect people’s life and property safety hilly areas, to achieveall-round development of China’s economy and society, National Headquarters,Ministry of Water Resources, Ministry of Finance decided to Combat Zone flooddisasters in the country to carry out non-engineering measures county mountain floodprevention. This paper carried out the task of building a flash flood warningdissemination system WebGIS. Subject flash flood warning systems primarily toachieve the release of the county water situation and sharing of information; in orderto improve people’s self-awareness and ability to disaster prevention and mitigation;order to visually show the current flood disaster situation, raise dispatching decisionslevel.Flash Flood Warning System in the full understanding of the needs, based on mycurrent mainstream technology units were fully certified. To the maximum extent andto achieve maximum efficiency release issued flash flood early warning system, wedecided to develop WebGIS way, and for WebGIS, the current mainstream is based RIA technologies to develop WebGIS system. In order to better accomplish the task ofbuilding, three RIA technology solutions for JavaScript-driven Ajax technology,Adobe’s Flex technology and Microsoft’s Silverlight technology will be fullydemonstrated, and decided to use Flex technology for the development of GIS. AndESRI ArcGIS for Flex components introduced conducted in-depth research.The main works of this paper are below:1) Introduced a system of knowledge defined WebGIS, characteristics anddevelopment, and technical framework Flex said interactive technology layer and dataaccess components studied the system, finally ArcGIS API for Flex technology forin-depth analysis.2) Describes the background and research Subject county flash warning system,and gives the system requires the construction of main content.3) Flash Flood Warning System introduced county detailed design andimplementation process. Include the design of the overall technology roadmap, theoverall structure of the design, research and implementation of key technologies tobuild and system development environment. Flash Flood Warning System and countyfunctions implemented a brief introduction.
