The current paper taking the monitoring and early warning system against mountain torrents in Taihe district of Jinzhou as the research subject, talks about the design and fulfillment of the monitoring and warning system and a suiTab. early warning model which makes a WEBGIS system out of inter-GIS platforms possible, extensively applicable to preventive treatment of mountain torrents and highly significant for the construction of the monitoring and early warning system against mountain torrents.Mountain torrent disaster monitoring and early warning system is an important non-engineering measure, which will improve the timeliness and accuracy of the data share and transmission, monitoring query, early warning analysis against storms and mountain torrent disasters, the scientific nature of mountain torrent defense decisions and the effect of disaster alleviation of the warning system against mountain torrents.The current paper first made a study of the defense condition of mountain torrent disaster in our country, and then analyzed the current technology (mainly the current condition and frame of WEBGIS application). Multi-tier application architecture of mountain torrent disaster monitoring and early warning system is also studied for the need to defend mountain torrents, with the implementation of the key technology of the system.Prevention research against mountain torrents mainly consist of non-engineering measures started relatively late in China. A urgent demand is to explore ways and methods to defend mountain torrents according to local conditions, ensure the safety of people’s life and property in mountain areas, and reduce losses caused by the disaster.China is located in East Asian monsoon region, with a high frequency of mountain torrents. High frequent mountain torrents easily lead to geological disasters such as mud slides and landslides, for the damage human beings do to the environment and the complicated geography and geological features. Mountain torrents are featured with sudden outbreak and immediate cause of disasters, which can hardly be prevented.
