From Shanghai Labour Movement On Reading In1982to Reading Promotion For All In2012

Reading, which makes cultural preservation and heritage possible, is extremely important to mankind. As reading crisis emerges, how to save the reading has attracted more and more attention, even has became a cultural strategy of the nation.In our country, public library is the main force of national reading promotion. Based on the research of other scholars, the paper summarizes the national reading promotion all over the country from1982to2012. The research methods of document investigation, experience summarization, comprehensive analysis are used in the study to explore a new world for the national reading promotion.The development of national reading promotion in our country is divided into four stages in the paper. The first stage is the1980’s after the decade-long chaos. In the background of reform and opening-up, people were all thirsty for reading and knowledge, a books boom was aroused but was unrealistic and unpractical. The second stage is the1990’s when people were indulged in consumerism and materialism. At the same time, the world was running into a new era of globalization. There was a contradiction that the national reading promotion sprang up while the reading crisis also became visible. Till the third stage, late1990’s, national reading promotion had become an important cultural strategy in our country. And in the latest stage, the promotion is getting more and more socialized and flexible. It appears humane and personalized, meet-the-time and digitalized, national and diversified. But below the surface problems remain, a long-term protection mechanism is still seriously wanted.The paper suggests that the national reading promotion should make transformation and upgrading in the following areas. First of all, the thoughts and methods of reading promotion can focus more on guidance and push service. People should notice that different targets are needed because each city and each crowd is unique. The second, a scientific evaluation mechanism should be set up to build a literary city. The purpose is to fully expose the advantages and disadvantages of national reading promotion, and eventually make the whole project improved. The third, people should pay more attention to children and youngsters who are the future of our country and nation. One way is to provide sufficient and high quality reading material, and another more effective way is to teach the adults about how to guide the young. And the last, to construct a scholarly society is to construct learning type libraries and cultivate learning type librarians. Only when all parts of the society are integrated into a system, the national reading promotion can be more and more effective and active.
