The telecommunications businesses are in the service sector and satisfaction of clients is the most important measurement of competitive power of businesses. In the age of "3G", the elimination of differences in networks and privileges between telecommunications businesses makes the quality of service to be the key factor for businesses to win the market competition. Good quality of services is vital to support businesses to develop and grow. Because of the fierce market competition and the importance of service, the businesses shall comply with the people-oriented principle, supply more and better services, pay more attention to details of services and make their services different from others’. Thus they can gradually gain the competitive advantage. The focus of service strategy shall be adapted from competition-oriented to client-oriented. The survey on demands of clients must be emphasized and differentiated and detailed service strategy shall be designed on the basis of service contents, channels and modes. To deal with the present management status of telecommunications business hall, combining the problems of practical application of the business hall management information system in the hall, the construction goal of the business department management information system of telecommunications business hall has been established, and a complete business hall management information system of telecommunications business hall has been designed. Using three-layered framework, the presentation layer, application logic layer, data service layer are separated into three relatively independent units. The system tables are separated from business tables, and the business database is divided into three layers:stable layer, change layer, historical layer, and network structure of the system is designed. Using B/S mode, the system is divided into four layers of application structure:staff service layer, business hall business layer, business hall quality supervision layer, business hall management decision-supporting layer. The system contains many function modules:store organization, human resources, daily management, intelligent scheduling, site management, customer service, performance evaluation, general report, staff training, knowledge base, logistics and distribution, system management etc. This system will realize more efficient and reliable foundation business handling for telecommunications business hall work in the telecom enterprise. It can provide scientific method for quality management and quality supervision of power marketing for telecom enterprise, help enterprise itself to improve the business quality and service quality. It can provide accurate and timely information support for business analysis and decision for the telecom enterprise. Telecommunications business hall management information system designed in this paper is very important for telecommunications to improve management level and promote the management modernization.
