Recently, the troop of civil servant have grown rapidly year by year in Huizhou City. According to statistical estimation, there are approximately 22,000 civil servants in the city at present,including 7,000 people who are employed for municipal headquarters. Due to the relevant provisions of The Civil Servant Law of the People’s Republic of China and The Method of Civil Servant Assessment of Guangdong Province, everyone in the troop of the civil servant is required for annual review and assessment once a year. In terms of quantity of information and working,there is no doubt that it will spend huge manpower and material resources which requires to design and develop a system to deal with the challenge.The paper uses ASP + SQL Server technology to design and implement Huizhou civil servant assessment system based on the Browser/Server mode. At first, the paper describes the background and the significance of the research by discussing the development and status quo of quantitative performance appraisal; Secondly, it expounds the overall framework of the system based on B/S mode which includes physical and logical structure; Thirdly, based on the object of the research, the paper proposes the general requirement and detailed requirement. Afterwards it confirms the fundamental of the assessment standard which was a centesimal system combined with democratic assessment and manager marking proportionally; Fourthly, it expounds the database design and meantime elaborates the connection and interaction between system and database; Fifthly, the paper describes the design and implement of functional modules for 4 kinds users respectively(the system administrator, the evaluation commissioner, the unit manager, the civil servant); finally, the paper discusses about the relevant result of black and white box texting method by which it simulates partial function of the system.Following the software process management theory, utilizing requirement investigation, internet invironment spot investigation and joint conference, the paper confirmed the technical route, system framework and functional requirement with reference to the traditional assessment pattern.Aimed for making civil servant annual assessment system to be a informatization platform which combines quantification evaluation with non-paper management for the department of government as well as public institution. The research emphasized the design and implement of Huizhou civil servant assessment system. The paper expounds the design and implement of Huizhou civil servant assessment system. The system have realized non-paper management process of annual quantitative performance appraisal and raised the accuracy and efficiency during the evaluating work, accomplishing the transformation from manul mode to network informatization mode of assessment, which contributes a lot to the economization of administration cost and the development of e-government affairs as well as the informatization application in Huizhou City.
