Design And Achievement Of Project Management System Of Local International Cooperation On Science And Technology

Along with the development of world economy integration, the internationalization of science and technology is strengthened increasingly. In order to promote our international cooperation and exchanges on S&T, to make full use of global S&T resources, Ministry of Science and Technology launched the "International Science and Technology Cooperation Program". Consequently, for local authorities, designing and developing local project management system of international cooperation on S&T is the best choice for the scientific and effective project management.This article shows the design and achievement of each function module in details by analyzing the system requirements and the whole process of system, designing the database and the system in detail, and finally demonstrating some of the key interfaces. The design of this system is based on the SSH combined open source framework on Java EE platform. This MVC designing mode makes it easy for system maintaining and extending. As a result, its adaptability is pretty good and it could be used as the general model of S&T project management system with only some minus revisions.Five different types of users are involved in this local S&T cooperation project management system. They are applicant user (both organization and individual), applicant recommending user, evaluation expert user and S&T management user, each of which has different priority. Individual applicant user, who starts the project application, contract, implementation and closeout, is subordinated to organization applicant user. The organization applicant user, applicant recommending user, evaluation expert user and S&T management user have the authority of examining and verifying. As a result, the management functions are achieved and the system could be operated at any time and any place, which makes it effective for project management.
